To get you and Richard on the same page, we need to move away from "abstract cloud talk" and back into the Structured Systems approach you excelled at with COPICS.
This plan is built on a 4-Phase Architecture. It treats the "Cloud" simply as the location, while the work remains the logical, disciplined progression you know.
Objective: To move from a concept to a working, secure database and interface hosted in Azure.
Activity: Data Modeling
Task: Define the "Establishment Table" fields (Name, Address, Business ID).
Task: Define the "Occupancy" logic (linking users to specific establishments).
Milestone: Logical Schema Sign-off. (This is our "Flowchart" equivalent).
Activity: Architectural Mapping
Task: Define the Azure Resource Group (The "Digital Folder" that holds everything).
Activity: Database Provisioning
Task: Create the Azure SQL Server (The "Filing Cabinet").
Task: Run the SQL scripts to create the tables.
Activity: Security & Identity
Task: Set up the "Business ID" rules so User A cannot see User B’s data.
Milestone: Database "Live" and Accessible.

Task: Build the "Data Entry" screen (The modern "Escape" terminal).
Task: Connect the screen to the Azure SQL database via the "Wiring" (API).
